Terms & Conditions (Solution Development Competition)
OneMap IdeaWorks! – Solution Development Competition (the “Challenge”) is organized by the Singapore Land Authority (hereinafter called “SLA” or the “Organiser”). By submitting an entry, the participant shall be deemed to have unconditionally accepted and agreed to be bound by: (i) these terms and conditions; and (ii) the terms and conditions stipulated in the Singapore Land Authority Personal Data Notice available at https://www.sla.gov.sg/Portals/0/Services/SLAPersonalDataNoticev1.2.pdf.
1. ELIGIBILITY
1.1. There are 2 categories for this Challenge – the Open Category and the School Category.
1.2. For the Open Category, the Challenge is open to all citizens and permanent residents of Singapore and persons with valid employment passes, work permits and valid student visas in Singapore, except:
1.3. For the School Category, the Challenge is open to all students who are enrolled on a full-time basis at ─
1.4. Participants are required to register for the Challenge in teams (each, a “Participating Team”). The minimum number of participants per team is one (1) and the maximum is four (4). Each participant is only eligible to register for one (1) Participating Team. In the event any participant registers with more than one Participating Team, the Organiser shall notify the participant by email and the participant shall be required to choose only one (1) Participating Team to remain in, and to inform the Organiser of his/her selected Participating Team via email within one (1) week of the Organiser’s written notification to him/her. Thereupon, the participant will be disqualified from participating in all other Participating Teams he/she had registered with.
1.5. No entry fee is required to enter this Challenge.
1.6. Any participant who is below 18 years of age at the time of registering for the Challenge is required to submit proof that his/her parent or guardian consents to his/her participation in this Challenge, using the “Parent/Guardian Consent Form” available at the microsite ideaworks.onemap.sg (the “Microsite”). The Organiser and the judges reserve the right to disqualify from the Challenge, at any time, any participant who is below 18 years of age and does not submit the “Parent/Guardian Consent Form”.
1.7. The Organiser reserves the right to request, at any time, any participant to provide such proof of identity, age and/or eligibility as the Organiser may require, and the sufficiency of such proof shall be at the absolute discretion of the Organiser. In the event that a participant cannot provide the requisite proof, the Organiser reserves the right to disqualify the participant from the Challenge.
1.8. In the event that a participant has been disqualified, and there are no remaining eligible participants in his/her Participating Team, the Team’s entry in the Challenge will be automatically disqualified.
2. REGISTRATION AND CHALLENGE FORMAT
2.1 Participants are to form their teams and register for the Challenge by 31 August 2017 (the “Closing Registration Date”) using the prescribed forms. Please refer to the Microsite for all the registration forms, submission deadlines and further details. The Organiser may, at its absolute discretion, allow registration after the Registration Date.
2.2 Each Challenge Statement put up for selection on the Microsite can only be chosen by a maximum of 5 Participating Teams. The Organiser reserves the right at its absolute discretion to increase the maximum number of Participating Teams per Challenge Statement. The selection of Challenge Statements shall be on a first-come-first-served basis.
2.3 In the event that a Participating Team selects a Challenge Statement that has already been selected by the maximum number of Participating Teams, the Organiser shall notify the affected Participating Team by email. The affected Participating Team shall select a different Challenge Statement to work on and inform the Organiser of the same within three (3) days of the Organiser’s notice.
2.4 Save as provided in paragraph 2.3, Participating Teams shall not be permitted to change their selected Challenge Statements.
3. SUBMISSION REQUIREMENTS
3.1 Participating Teams are required to submit their entries by 5th October 2017 (the “Submission Date”) via email to the following email address: [email protected]. Additional details on submission will be posted on the Microsite. Each Participating Team is required to submit all of the following as part of its entry:
(a) Either:
(i) a functional prototype of the mobile or web map application; OR
(ii) an Interactive web map with analyses;
(such prototype or interactive web map to be referred to as the “Submitted Solution”);
AND
(b) A video clip (the “Submitted Video”) to communicate the ideas behind the Submitted Work. The maximum duration of the video clip shall be 2-3 minutes and shall be in avi, wmv, flv, mov or mp4 format, and such Submitted Solution and Submitted Video shall hereinafter be referred to as the “Submitted Work”.
3.2 Each Submitted Work must be the original work of the Participating Team, and the Participating Team must either own the intellectual property rights or have the necessary authorisations, permissions or licences to use any third party intellectual property rights subsisting in the Submitted Work.
3.3 In addition, each Participating Team is required to include all of the following in their submission email:
(a) state in the subject title of the email that the submission is for the "SLA OneMap IdeaWorks!: Open Category", if they are entering under the Open Category; or "SLA OneMap IdeaWorks!: School Category", if they are entering under the School Category;
(b) provide all the following information regarding the Participating Team and the team members:
(c) provide a short write-up (not more than 100 words) for each entry;
(d) an acknowledgement of all reference materials and external datasets used, and where assistance is sought from non-participants, the nature of the assistance sought;
(e) for each team member who is below 18 years of age at the time of registering for the Challenge, submit a PDF copy of the Parent/Guardian Consent Form duly completed and signed by the team member’s parent/guardian; and
(f) attach a PDF copy of the following declarations duly signed by each participant of the Participating Team:
“I declare that each entry submitted by my team for the SLA OneMap IdeaWorks! is the team’s original work which has not been previously published for any commercial purposes, and we either own the intellectual property rights (including copyright) subsisting in the Background IP and Foreground IP in each Submitted Work, or we have the necessary authorisations, permissions and licences for the use of any Background IP and/or Foreground IP owned by third-parties.
I confirm that my team has also procured the necessary authorisations, permissions and licences for the use of the third-party Background IP and/or Foreground IP by SLA in accordance with paragraph 9.5 of the terms and conditions of the Challenge.
I further declare that each Submitted Work has not been entered in any other competitions nor used for any commercial purposes.”.
3.4 Each Submitted Solution is required to use the new OneMap basemap as the locational reference on the mobile, web map application and/or interactive web map.
3.5 Subject to paragraph 3.4, Participating Teams are free to use any technology and any external datasets that complement the datasets made available by the Organiser for the Challenge. Participating Teams shall be responsible for ensuring that they have the necessary permissions, authorisations and licences to use such technology and external datasets, and that their use of such technology and external datasets is at all times in accordance with the terms of the permissions, authorisations and licences granted by the owners or holders of the intellectual property rights subsisting in such technology and external datasets.
3.6 An entry may only be submitted for EITHER the Open Category OR the School Category, but not both. The Organizer and the judges reserve the right to disqualify from the Challenge, at any time, any entry which is submitted for both categories.
3.7 There is no limit to the number of entries each Participating Team may submit. However, each Participating Team will only be eligible for ONE (1) prize in the Challenge.
4. SUPPORT AND ASSISTANCE
4.1 Teams may seek the support or assistance of non-participants, such as external parties and other school members who are not participating in the Challenge, on technical matters and for data collection. However, the Submitted Work must be the result of the efforts of the members of the Participating Team.
4.2 All reference materials and external datasets used and assistance sought from non-participants shall be acknowledged in writing in the Submitted Work as well as in the email submitting the Submitted Work.
5. COMPULSORY ATTENDANCE AT EVENTS
5.1 At least one member from each Participating Team must be present at each of the following events to carry out the stipulated activities:
5.2 Any Participating Team which does not attend the oral presentation for any of its Submitted Works shall not be eligible to be awarded a prize for its affected Submitted Work(s).
5.3 Notwithstanding a Participating Team’s failure to attend the Meet Up 2 for any of its Submitted Works, the Organiser reserves the right at its absolute discretion to allow the Participating Team to continue to be eligible to win a prize for the affected Submitted Work and to proceed on to the oral presentation, provided that valid reasons satisfactory to the Organiser are provided for such absence via email within five (5) calendar days from the date of the Meet Up 2.
5.4 Subject to paragraph 5.2, notwithstanding a Participating Team’s failure to attend the IdeaWorks! Event for any of its Submitted Works, the Organiser reserves the right at its absolute discretion to award a prize to such Participating Team for the affected Submitted Work, provided that valid reasons satisfactory to the Organiser are provided for such absence within the timeframe set out in paragraph 8.3 below.
5.5 At the oral presentation session, Participating Teams will be required to demonstrate the use of their Submitted Solutions. Participating Teams are allowed to use presentation tools in the demonstration of their Submitted Works, such as a slide presentation, a storyboard or a video to communicate the ideas in their entries.
6. PRIZES
6.1 Subject to paragraph 6.2 below, the following prizes may be awarded in each of the Open and School Categories:
6.2 The Organiser reserves the right, for any reason whatsoever, to substitute any prize for another prize of equal value, or award further prizes of such nature and/or quantum as the Organiser may in its absolute discretion deem fit.
6.3 All prizes are non-transferable and non-exchangeable.
7. JUDGING
7.1 The prize-winning entries for the Open and School Categories shall be selected by a panel of judges based on the following criteria:
7.2 The judges reserve the right not to award any or all the prizes if in their opinion, none of the eligible entries meet the required standard for that prize or the prizes.
7.3 All decisions of the judges are final. The Organiser and the judges are not obliged to provide any reasons therefor, nor enter into any discussion or correspondence relating to any of the judges’ decisions.
8. RESULTS & WINNERS
8.1 Results of the Challenge will be announced at the IdeaWorks! Event on 12nd October 2017.
8.2 There will be a prize-presentation ceremony for all prize-winners at the IdeaWorks! Event. All prizes are to be received personally by at least one member of each winning Participating Team at the prize-presentation ceremony. Prizes which are not collected at the prize-presentation ceremony shall be collected from the Organiser within three (3) months after the IdeaWorks! Event.
8.3 If any Participating Team fails to attend the IdeaWorks! Event, such Team is required to provide reasons for its absence via email to the Organiser within five (5) calendar days after the date of the IdeaWorks! Event. As provided in paragraph 5.4 above, the Organiser reserves the right at its absolute discretion to award a prize to such Participating Team notwithstanding its absence at the IdeaWorks! Event. Such Participating Team will be required to collect the prize awarded from the Organiser within three (3) months after the IdeaWorks! Event.
8.4 In the event that any winning entry is disqualified from the Challenge or is ineligible to win a prize for any reason whatsoever after the results have been announced (including without limitation for failure to attend the IdeaWorks! Event without valid reason), the winning Participating Team shall forfeit the prize in whole. In such event, the Organiser shall award the prize to the next highest scoring entry. The replacement winning Participating Team will be required to collect the prize from the Organiser within three (3) months after the date of the Organiser’s notice informing the Team that it has been awarded a prize.
8.6 Prizes which are not awarded or collected by the deadlines stipulated in this paragraph 8 shall be dealt with or disposed of by the Organiser as it in its absolute discretion deems fit.
9. INTELLECTUAL PROPERTY AND PERSONAL DATA
9.1 Every participant and, where a participant is below 18 years of age at the time of registering for the Challenge, the parent/guardian of such minor participant, warrants that each Submitted Work submitted for the Challenge does not infringe or make any unauthorised use of any intellectual property rights (including copyright) owned by any third-party. It is the responsibility of each participant to ensure that he/she owns or has the necessary permissions, authorisations or licences to use the necessary intellectual property rights (including copyright) subsisting in each of the Submitted Works submitted by his/her Participating Team for the Challenge.
9.2 The Challenge Statements provided by SLA and its partners may not be reproduced in the Submitted Works or any derivative works.
9.3 The intellectual property rights subsisting in the Background IP shall remain with the owners or rights-holders of such intellectual property rights. Nothing in these Terms and Conditions shall affect any person’s right to own or licence Background IP.
9.4 The intellectual property rights subsisting in the Foreground IP of each Submitted Work shall be retained by the participants of the relevant Participating Team or (where such Foreground IP is created by non-participants) the authors or creators of such Foreground IP.
9.5 Every participant grants to SLA a perpetual, irrevocable, non-exclusive, royalty-free, transferable and sub-licensable licence to use, publish, publicly display, reproduce, post, upload, transmit, distribute, communicate, print, archive, adapt, edit and modify any Submitted Work and other materials submitted for the Challenge, including any third-party intellectual property which the participant uses or incorporates into any Submitted Work, in whole or in part, in any form and in any media, in Singapore, for any purpose whatsoever (including without limitation for publicity, marketing or educational purposes, or for SLA’s internal use).
9.6 Any data provided by SLA and its partners shall not be used (including without limitation, to create derivative works), copied, reproduced, adapted, modified, edited, published, displayed, communicated or distributed, transmitted or made available to non-participants, whether in whole or in part, whether in or outside of Singapore, for any purpose other than and only to the extent necessary for the Participating Teams’ involvement in the Challenge, unless the prior written permission of SLA, the relevant data owners and/or the owners or holders of the relevant intellectual property rights is obtained.
9.7 Any data and intellectual property provided by SLA and its partners shall not at any time be used to generate revenue for the participants or for any other person.
10. OTHERS
10.1 The Organiser shall not under any circumstances be held liable for any entry which is received after the Submission Date or which is misdirected or submitted erroneously, or the damage, loss, theft or destruction of any entry (whether in digital or hard-copy form).
10.2 The Organiser’s decision on any matter relating to the Challenge is final and binding, including any issue(s) not expressly covered in these Terms and Conditions. The Organiser is not obliged to provide any reasons whatsoever, nor enter into any discussion or correspondence relating to these Terms and Conditions, the organisation of the Challenge or any of the Organiser’s decisions.
10.3 The Organiser reserves the right to cancel the Challenge at any time without prior notice for any reason whatsoever.
10.4 The Organiser reserves the right to disqualify at any time, any participant, Participating Team, Submit

- (c) immediate family members of all the persons described in (a) and (b) above.
1.3. For the School Category, the Challenge is open to all students who are enrolled on a full-time basis at ─
- (a) any local primary school, secondary school, junior college, polytechnic or Institute of Technical Education; or
- (b) any local university or tertiary institution at the undergraduate level or lower; or
- (c) any foreign system school in Singapore at the equivalent of primary school level or higher.
1.4. Participants are required to register for the Challenge in teams (each, a “Participating Team”). The minimum number of participants per team is one (1) and the maximum is four (4). Each participant is only eligible to register for one (1) Participating Team. In the event any participant registers with more than one Participating Team, the Organiser shall notify the participant by email and the participant shall be required to choose only one (1) Participating Team to remain in, and to inform the Organiser of his/her selected Participating Team via email within one (1) week of the Organiser’s written notification to him/her. - (i) name of Participating Team;
- (ii) full name of each team member as per NRIC/relevant identification document;
- (iii) whether each team member is 18 years old and above, or below 18 years of age;
- (iv) which team member will be the lead member (the “Lead Member”) for purposes of communication with the Organiser on all matters relating to this Challenge; and
- (v) contact number and email address of the Lead Member;
(c) provide a short write-up (not more than 100 words) for each entry;
(d) an acknowledgement of all reference materials and external datasets used, and where assistance is sought from non-participants, the nature of the assistance sought;
(e) for each team member who is below 18 years of age at the time of registering for the Challenge, submit a PDF copy of the Parent/Guardian Consent Form duly completed and signed by the team member’s parent/guardian; and
(f) attach a PDF copy of the following declarations duly signed by each participant of the Participating Team:

3.4 Each Submitted Solution is required to use the new OneMap basemap as the locational reference on the mobile, web map application and/or interactive web map.

4. SUPPORT AND ASSISTANCE

- (a) Attendance at Meet Up 2 on 18 September 2017: Meet up with the author of or organisation referred to in the Challenge Statement selected by the Participating Team, to provide updates on the progress of the Participating Team’s entry;
- (b) COMPULSORY - Deliver an oral presentation to a panel of judges on either 9 October 2017 (as may be scheduled by the Organizer and notified by email to the Participating Team at least two (2) weeks prior to the presentation date); and
- (c) Showcase the Participating Team’s Submitted Solution at OneMap IdeaWorks! Award Ceremony (the “IdeaWorks! Event”) on 12nd October 2017. The showcase of the Submitted Solution can be based on the presentation material used for the oral presentation. All Participating Teams shall demonstrate their Submitted Solutions to the guests and visitors of the IdeaWorks event!.
5.2 Any Participating Team which does not attend the oral presentation for any of its Submitted Works shall not be eligible to be awarded a prize for its affected Submitted Work(s).
5.3 Notwithstanding a Participating Team’s failure to attend the Meet Up 2 for any of its Submitted Works, the Organiser reserves the right at its absolute discretion to allow the Participating Team to continue to be eligible to win a prize for the affected Submitted Work and to proceed on to the oral presentation, provided that valid reasons satisfactory to the Organiser are provided for such absence via email within five (5) calendar days from the date of the Meet Up 2.
5.4 Subject to paragraph 5.2, notwithstanding a Participating Team’s failure to attend the IdeaWorks! Event for any of its Submitted Works, the Organiser reserves the right at its absolute discretion to award a prize to such Participating Team for the affected Submitted Work, provided that valid reasons satisfactory to the Organiser are provided for such absence within the timeframe set out in paragraph 8.3 below.
5.5 At the oral presentation session, Participating Teams will be required to demonstrate the use of their Submitted Solutions. 6. PRIZES
6.1 Subject to paragraph 6.2 below, the following prizes may be awarded in each of the Open and School Categories:
- (a) 1st Prize – S$3000;
- (b) 2nd Prize – S$2000;
- (c) 3rd Prize – S$1000; and
- (d) Most Innovative Award – S$300.
6.2 The Organiser reserves the right, for any reason whatsoever, to substitute any prize for another prize of equal value, or award further prizes of such nature and/or quantum as the Organiser may in its absolute discretion deem fit.
6.3 All prizes are non-transferable and non-exchangeable.
7. JUDGING
7.1 The prize-winning entries for the Open and School Categories shall be selected by a panel of judges based on the following criteria:
- (a) Originality (30%);
- (b) Value/Usefulness/Impact (40%); and
- (c) Sustainability (e.g. ease of maintenance and deployment, and relevance over time) (30%).
7.2 The judges reserve the right not to award any or all the prizes if in their opinion, none of the eligible entries meet the required standard for that prize or the prizes.
7.3 All decisions of the judges are final. The Organiser and the judges are not obliged to provide any reasons therefor, nor enter into any discussion or correspondence relating to any of the judges’ decisions.
8. RESULTS & WINNERS
8.1 Results of the Challenge will be announced at the IdeaWorks! Event on 12nd October 2017.
8.2 There will be a prize-presentation ceremony for all prize-winners at the IdeaWorks! Event. All prizes are to be received personally by at least one member of each winning Participating Team at the prize-presentation ceremony. Prizes which are not collected at the prize-presentation ceremony shall be collected from the Organiser within three (3) months after the IdeaWorks! Event.
8.3 If any Participating Team fails to attend the IdeaWorks! Event, such Team is required to provide reasons for its absence via email to the Organiser within five (5) calendar days after the date of the IdeaWorks! Event. As provided in paragraph 5.4 above, the Organiser reserves the right at its absolute discretion to award a prize to such Participating Team notwithstanding its absence at the IdeaWorks! Event. Such Participating Team will be required to collect the prize awarded from the Organiser within three (3) months after the IdeaWorks! Event.
8.4 In the event that any winning entry is disqualified from the Challenge or is ineligible to win a prize for any reason whatsoever after the results have been announced (including without limitation for failure to attend the IdeaWorks! Event without valid reason), the winning Participating Team shall forfeit the prize in whole. In such event, the Organiser shall award the prize to the next highest scoring entry. The replacement winning Participating Team will be required to collect the prize from the Organiser within three (3) months after the date of the Organiser’s notice informing the Team that it has been awarded a prize.
8.6 Prizes which are not awarded or collected by the deadlines stipulated in this paragraph 8 shall be dealt with or disposed of by the Organiser as it in its absolute discretion deems fit.
9. INTELLECTUAL PROPERTY AND PERSONAL DATA
9.1 Every participant and, where a participant is below 18 years of age at the time of registering for the Challenge, the parent/guardian of such minor participant, warrants that each Submitted Work submitted for the Challenge does not infringe or make any unauthorised use of any intellectual property rights (including copyright) owned by any third-party. It is the responsibility of each participant to ensure that he/she owns or has the necessary permissions, authorisations or licences to use the necessary intellectual property rights (including copyright) subsisting in each of the Submitted Works submitted by his/her Participating Team for the Challenge.
9.2 The Challenge Statements provided by SLA and its partners may not be reproduced in the Submitted Works or any derivative works.
9.3 The intellectual property rights subsisting in the Background IP shall remain with the owners or rights-holders of such intellectual property rights. Nothing in these Terms and Conditions shall affect any person’s right to own or licence Background IP.
9.4 The intellectual property rights subsisting in the Foreground IP of each Submitted Work shall be retained by the participants of the relevant Participating Team or (where such Foreground IP is created by non-participants) the authors or creators of such Foreground IP.
9.5 Every participant grants to SLA a perpetual, irrevocable, non-exclusive, royalty-free, transferable and sub-licensable licence to use, publish, publicly display, reproduce, post, upload, transmit, distribute, communicate, print, archive, adapt, edit and modify any Submitted Work and other materials submitted for the Challenge, including any third-party intellectual property which the participant uses or incorporates into any Submitted Work, in whole or in part, in any form and in any media, in Singapore, for any purpose whatsoever (including without limitation for publicity, marketing or educational purposes, or for SLA’s internal use).
9.6 Any data provided by SLA and its partners shall not be used (including without limitation, to create derivative works), copied, reproduced, adapted, modified, edited, published, displayed, communicated or distributed, transmitted or made available to non-participants, whether in whole or in part, whether in or outside of Singapore, for any purpose other than and only to the extent necessary for the Participating Teams’ involvement in the Challenge, unless the prior written permission of SLA, the relevant data owners and/or the owners or holders of the relevant intellectual property rights is obtained.
9.7 Any data and intellectual property provided by SLA and its partners shall not at any time be used to generate revenue for the participants or for any other person.
10. OTHERS
10.1 The Organiser shall not under any circumstances be held liable for any entry which is received after the Submission Date or which is misdirected or submitted erroneously, or the damage, loss, theft or destruction of any entry (whether in digital or hard-copy form).
10.2 The Organiser’s decision on any matter relating to the Challenge is final and binding, including any issue(s) not expressly covered in these Terms and Conditions. The Organiser is not obliged to provide any reasons whatsoever, nor enter into any discussion or correspondence relating to these Terms and Conditions, the organisation of the Challenge or any of the Organiser’s decisions.
10.3 The Organiser reserves the right to cancel the Challenge at any time without prior notice for any reason whatsoever.
